Statement on the cancellation of RightsCon 2026

Hivos regrets the Zambian authorities’ decision to suspend the planned RightsCon 2026 conference in Zambia. Widely recognized as a global platform for dialogue among civil society, the private sector, the technical community and governments on human rights in the digital age, RightsCon is an important event. The conference promotes the exchange of ideas, learning, and collaboration on issues affecting societies worldwide, including freedom of expression, privacy, inclusion, and democratic governance.

Hivos believes that open and constructive engagement among diverse stakeholders is essential to addressing the complex challenges posed by digital transformation. Spaces for dialogue, particularly those that peacefully and lawfully bring together a broad range of perspectives, play an important role in strengthening trust, innovation, and social cohesion.

Hivos recognizes that convening of RightsCon requires a stable, enabling environment where participants can engage without fear of intimidation, surveillance, or harm. The suspension not only disrupts dialogues and confirms the risks that are affecting civic space, stakeholder safety, and operational predictability for both local and international actors alike.

We are concerned that suspending RightsCon limits opportunities for such engagement at a time when inclusive discussions about digital rights and civic participation are increasingly important. Respect for fundamental freedoms, including freedom of expression and association, is essential to sustainable development and accountable governance.

We encourage continued dialogue among all relevant stakeholders to explore ways to uphold constitutional principles and international human rights commitments while addressing any remaining concerns. Hivos is committed to working collaboratively with partners in Zambia and around the world, in a spirit of mutual respect, to promote inclusive, open, and rights-based approaches to social and digital development.

Hivos remains committed to providing the necessary safety and security risk management and situational analysis to support our partners, ensuring that our collective pursuit of digital development remains safe, secure, and resilient.
