SPACE (Support and Protection for Activists’ and Civil Society Efforts) is a transformative initiative aimed at safeguarding Freedom of Expression (FoE) and Freedom of Assembly (FoA) in Tunisia. The project strengthens the resilience of civil society organizations (CSOs), human rights defenders (HRDs), and media actors, equipping them with the tools, skills, and support needed to continue their vital advocacy work amid increasing threats.

Implemented over 28 months by Hivos, in collaboration with Al Khatt and the Intersection Association for Rights and Freedoms (IARF), SPACE provides legal support, safety training, psychosocial assistance, and advocacy resources to counter restrictive laws and promote civic space.

Why is SPACE critical?

Tunisia’s civic space is rapidly shrinking. Proposed amendments to association laws and rising cases of harassment against CSOs, HRDs, and media actors threaten their ability to operate freely. These challenges require immediate action to provide civil society actors with legal protection, better security, and the skills needed to defend their rights effectively.

Our approach

SPACE tackles these challenges through a holistic framework that includes:

  • legal and regulatory training for 75+ CSO staff
  • an interactive online guide on legal registration and compliance for 150+ organizations
  • physical and digital safety training for 100+ individuals
  • psychosocial support for 60+ HRDs and CSOs
  • emergency support, including legal representation and evacuation for those at risk
  • data-driven advocacy, highlighting the economic value of CSOs and documenting human rights violations
  • media campaigns to counter misinformation and amplify awareness
  • active participation in local and international advocacy events

Working with our partners, we aim to ensure that Tunisia’s civic actors remain resilient, informed, and empowered to protect fundamental freedoms.
