National consultation in Bolivia builds its HIV country proposal

An inclusive, transparent and participatory consultation process in Bolivia  prepared the country proposal for the Global Fund funding to fight HIV / AIDS.

The Global Fund has changed its funding model to increase its impact, and one of the eligibility requirements of the new funding model is an inclusive and participatory process.

The Bolivia dialogue process started in May 2015, organized for the National Program of STI / HIV with the support of Hivos. Key affected populations, people living with HIV, government officials, technical partners as well as civil society organizations participated in this one-month process.

This participatory consultation has been developed in regional meetings and a national workshop. A public website was created exclusively to contribute to the process with seven virtual polls.

The national consultation helped identify weaknesses in the universal access to HIV / AIDS prevention and care. It also helped to identify strategies to achieve rapid impacts. These findings and others collected during the participatory  national consultation will be included in the concept note that will serve as the main basis for Bolivia’s Global Fund financing country proposal.

Currently Hivos  administers funding for the HIV/ AIDS component of the Global Fund, corresponding to the 2nd phase of the ninth round.
