Call for Proposals: Production of Open Contracting Videos

Open Up Contracting

To ensure citizens have equal and inclusive access to public goods and services and can meaningfully engage in public resource allocation and policy decisions, Hivos and ARTICLE 19 have launched the Open Up Public Contracting program. It aims to:

  1. Increase transparency of government’s public spending and procurement processes;
  2. Have non-state actors participate and engage citizens in the planning, procurement, and monitoring of public contracting; and
  3. Make sure accountability mechanisms are created to receive and act upon citizen feedback.

The program is implemented in Kenya, Malawi, Tanzania, Indonesia, Philippines, Guatemala, and Bolivia in close cooperation with the Ministry of Foreign Affairs of the Netherlands.

The program supports local partners such as independent journalists, activists, businesses and civic watchdog organizations in their efforts to use contracting data and public revenue flows for public scrutiny and advocacy campaigns, to translate the data into meaningful information for citizens.

What we are looking for

The Open Up Contracting program is seeking a video production company that can produce 3 high quality videos, no more than 2 minutes per video. The videos will focus on 3 cases in 3 different regions where the program takes place: Latin America, Southeast Asia and Africa, as well as 3 different areas of work in the program.

The videos will serve two primary purposes:

  • Zoom in on 3 cases (communities, individuals) (see annex I ) to explain what the program is doing/achieving and why. The videos will help build a cohesive story across the countries where the program is active and streamline this message for external communication.
  • Show the context in which these partner organizations work, the problems they are dealing with and the strategies they use to overcome those problems to stimulate action on the local and international levels.

The context of the different geographic regions we work in can be very different. Still, solutions to problems in similar sectors can be comparable. The videos can highlight this at the international level, while at the same time create an environment at local level that brings the solutions closer.

Messages and calls to action will differ slightly for each video as they will discuss different problems. Still, overall there will be a clear streamlined message: Citizens and civil society play a crucial role in open contracting and should be included in different solutions.

The successful applicant will collaborate with Hivos and local partners at all stages of the production of the videos. Applicant will deliver a creative brief, draft/final script as well as storyboard, and final production of videos. Complete project wrap-up is 20 May.

Audience of products

The videos will be shared with a few different audiences. The primary target audience are the local stakeholders, like companies or government actors that we work with. The secondary audience is the international community that we aim to reach about our program in order to explain and promote the program. The third audience includes international organizations, both in public and private sector, and (potential/existing) donors. There will be an effort made to share the video with these different audiences.

Qualifications and how to apply

We prefer to hire local professionals, working in the region where we shoot the video. Ideally, we work with one company that can produce 3 videos in order to guarantee the same quality and overall look of the videos (i.e. a company that has worldwide staff or network). However, we will also consider applications for only one of the videos. In this case, we will hire 3 companies for 3 videos. The latter is dependent on the quality of applications from all regions and will only be considered if 3 applications of quality are received.

The proposal should include a timeline, listing which activities are proposed and when they would be conducted. The budget will be determined following the review of proposals. Please provide an estimated, itemized budget within the proposal. The budget should include all costs, total number of working days including the hourly rate of members of the team.

The proposal should also include examples, if any, of similar projects already undertaken or completed.
