Hivos is an international development organization guided by humanist values. About Free to be Me

Free to Be Me (F2BM) is a five-year program implemented in 14 countries in Africa, the Middle East and Southeast Asia. Free to Be Me supports vibrant marginalized communities excluded on the basis of GEDI and aims to build a civil society that is able to successfully generate public support and influence governments, businesses and societal actors to become advocates for marginalized people, human and socio-economic rights. With Free to Be Me, we focus on the pervasive issues of unemployment and poverty – based on GEDI – amongst marginalized people, and the discrimination, legal hurdles, violence and neglect from governments that stand in the way of prosperous communities.

The Free to Be Me program is funded by the Dutch Ministry of Foreign Affairs and consists of three consortium members – Positive Vibes, ILGA World and Hivos – and three technical partners – Sogicampaigns, Global Interfaith Network and Workplace Pride. Together we form the Free to be Me Alliance. Hivos is the lead party. The program ​​has been running since 2021. The four major objectives that the program aims to achieve by 2025 are: strengthening the foundations of movements in each country, building public support, legal and policy changes and socio-economic empowerment.

Since its inception, the program team has been implementing the program using the existing Hivos processes and procedures. We have been guided by the contexts in our different countries of focus and have developed different templates and guidelines to guide the different aspects of the program. At this point, the F2BM program team wishes to bring all our key learnings and good practices together in an end-to-end process document that will serve as the how-to to execute the entire program.

We’re looking to recruit an external consultant to work with the team to put together a document that details all of our processes. The main aim is to ensure everyone involved in the program has an understanding of our standard operating procedures, including a conflict management mechanism.

Objectives of the Free to be Me Process Implementation Manual documentation

The overall objective of the consultancy is to develop a manual that guides the entire Free to Be Me program on various issues and at different stages of implementation.

Specific objectives

  1. To document the process of implementation of the Free to Be Me program from start to finish for both Hivos staff (internal) and for the F2BM implementation partners (external), including conflict management mechanisms
  2. To clearly document the practical principles and structures including the general overview of the Free to Be Me program
  3. To clearly document the entire grant-making process of the program
  4. To clearly document the internal administrative processes of the program

Timeframe

The entire assignment will take a maximum of 60 days, spread over a period of three months and should end by January 2023.

Budget

We will work with a proposed daily rate of not more than 320 euros.

Qualification

  1. Knowledge of program management and implementation processes
  2. Experience in development of organizational processes, policies or program manuals
  3. A good understanding of grant-making processes is an added advantage
  4. Working knowledge of feminist values and principles
  5. Good command of English language
  6. Experience in working in global programs
