Background
The Green Entrepreneurship and Employability Portfolio falls under our current Hivos’ Strategic Compass under the Climate Justice theme. The program’s overarching goal is to catalyze a sustainable green transition in North Africa, building resilient economic ecosystems that mitigate climate change impacts while promoting job creation and economic growth. Ultimately, the goal is to establish a thriving green economy in the region that supports both environmental sustainability and social equity, ensuring that vulnerable communities can thrive in the face of climate-related challenges.
Under this portfolio, Hivos is managing the Challenge Fund for a Just Transition (CFJT) program which aims to contribute to climate change mitigation by supporting green Small and Growing Businesses (SGBs) in North Africa and providing sustainable decent jobs for more than 10,000 people in the region’s green transition process.
The first editions of Green Growth Summit
The Green Growth Summit (GGS) convened and organized by Hivos aims to foster partnerships for climate change mitigation and promoting green economic pathways in North Africa. In 2024, Hivos convened the first edition of the GGS, which took place in Tunisia and Egypt. The summit brought together business support organizations, small and growing businesses (SGBs), investors, and policymakers to advance green ecosystems and strategies for a just transition. Key focus areas included green exports, de-risking green investments, green jobs, cluster development, and impact investing. The summit served as a platform for stakeholders to collaborate on sustainable growth and innovation in the region.
The summit was designed as part of the concluding phase of the GreenWorks program (which ended in June 2024) and as part of the learning process of CFJT. Both summits, in Egypt and Tunisia, attracted a total of 461 participants and hosted strategic discussions under different thematic areas. Based on the findings and learnings of the first edition of the GGS, Hivos is planning to organize the second edition of the event bringing together key stakeholders in the green ecosystem to continue the momentum that has been initiated in 2024.
Purpose and scope
Building on the successes and learnings of GGS-24, Hivos is organizing two editions of the Green Growth Summit (GGS-25) in Egypt and Tunisia, along with preparatory and learning activities such as workshops and networking events. The scope also includes engaging participants from Morocco and Algeria to Egypt/Tunisia events, in part of our efforts to create a regional dialogue.
The GGS-25 aims to achieve the following objectives:
- Facilitate strategic collaboration among stakeholders to align on strategies, exchange ideas, and drive collective action for a just transition and greener economy.
- Strengthen connections between donors, stakeholders, and Small and Growing Businesses (SGBs) to unlock investments, foster green innovation, and ensure coordinated efforts.
- Deliver tangible solutions and actionable plans to advance green economic development and achieve measurable progress toward a just transition.
- Position the Green Growth Summit as a catalyst for addressing urgent priorities, tackling pressing challenges, and enhancing networks within the green ecosystem.
Throughout the GGS-25 events, Hivos aims to create opportunities for various stakeholders – including BSOs, donors, investors, scale-ups, and policy influencers—to:
- Showcase green transition strategies and explore their impact on the future of work, particularly for youth in the green sector.
- Exchange valuable insights, experiences, and best practices to highlight the business value of decent jobs and sustainability.
- Provide a platform for stakeholders to connect, learn from one another, and foster collaborative synergies to strengthen future partnerships.
- Generate innovative ideas and make strategic decisions to advance the green transition agenda.
Hivos expects the selected organization to:
- Design the tracks and subtopics for GGS-25 in close collaboration with the Hivos team, based on learnings from GGS-24 and our programs. Suggested – but not final – tracks include private sector engagement, climate finance, jobs and workforce development, collaborations and policy alignment, and resilience and accountability.
- Mobilize sponsorships for both events, identifying, approaching, and securing them with Hivos’ involvement.
- Propose an innovative summit format that integrates the lessons from GGS-24 and provides a unique experience for participants and partners.
Deliverables
The selected party will be responsible for the following key tasks:
- Plan, design, and implement two editions of the GGS in Egypt (April-June 2025) and Tunisia (November-December 2025) aligning with the objectives mentioned above. 10-15 participants from Morocco and Algeria are to be engaged in the Egypt/Tunisia events. Ensure events integrate innovative formats and lessons from GGS-24 for maximum impact.
- Design and implement preparation activities, such as workshops and networking events which build momentum and engage stakeholders for the above events in Egypt and Tunisia. These workshops should build on the findings and progress under the pre-tracks organized as part of the GGS-24.
- Engage program partners, beneficiaries, and other stakeholders from the CFJT program, as well as other relevant parties in the above events, in order to have a significant impact on country’s respective green transition ecosystems, including possible involvement of representatives from other countries in the MENA region;
- Develop and submit one final report with the findings from the series of workshops, activities and two events in Egypt and Tunisia to be submitted to Hivos.
Timeline
The assignment takes place in North Africa (Tunisia and Egypt) and is expected to take slightly over 1 year, starting approximately mid-January 2025.
Competencies
The ideal company, organization or consortium should possess the following qualifications:
- Proven experience in managing learning and results dissemination activities for development programs, particularly in the fields of youth employment, sustainable development, and green transition.
- Experience in planning and facilitating events, workshops, or similar activities in Egypt and Tunisia targeting a) BSOs, b) startups, scale-ups and SMEs, c) policy actors, d) institutional donors, and e) investors.
- Strong network in Egypt and Tunisia vis-a-vis our program target group.
- Strong network of potential partners and sponsors to the event.
- Familiarity with North African context and an understanding of green economy concepts
- Excellent communication and interpersonal skills to engage with diverse partners and stakeholders
- Proficiency in English, fluency in Arabic and French is highly desirable.

- Technical proposal outlining methodology & approach, implementation process, deliverables and workplan, with detailed timeline.
- Financial Proposal in euros (inclusive of all required taxes) with a detailed breakdown of costs.
- At least two reference contacts from past/recent and similar work/assignments.
This assignment is commissioned by the Hivos MENA. The consultant will present deliverables to the assigned contact person for feedback and input. Detailed information on deliverables will be discussed during the interview stage.
