Terms of Reference: Monitoring, Evaluation & Learning Consultant GreenWorks

The green economy is anticipated to continue growing and will require young people to have a new skill set that is not tackled within the traditional education systems. In order to ensure that these economies are expanding in North Africa and that there is an adequate value chain supporting their growth, Hivos also aims to stimulate the formation of innovation clusters that are feeding these economies with viable business solutions.
Purpose and scope
Hivos seeks to engage a qualified Monitoring, Evaluation, and Learning (MEL) consultant or agency to conduct an insightful review of the GreenWorks program since its start in 2019 and up to current date. This review will culminate in a comprehensive learning event scheduled for November 13-15, 2023 held in the Netherlands and hosted by the Dutch Ministry of Foreign Affairs.
The primary objective of this MEL engagement is to capture the GreenWorks program’s overall outcomes, lessons learned, and impact while engaging with program partners and stakeholders. This engagement is expected to span a 4-month period, leading up to the mentioned learning event and incorporating insights after.
The MEL consultant / agency will be responsible for the following key tasks:
● Liaise with GreenWorks program partners and stakeholders to schedule and conduct interviews to gather insights, feedback, and lessons learned.
● Collaborate with Hivos and program partners to plan, design, and organize the learning event scheduled for November 13-15 2023, ensuring that it effectively communicates the program’s achievements and insights.
● Create high-quality learning materials, reports, and presentations that succinctly convey the program’s results, lessons learned, and recommendations.
● Engage program partners, beneficiaries, and other stakeholders to deepen findings, foster discussions, and ensure that diverse perspectives are considered.
● Provide recommendations for future interventions and strategies.
Timeline
The assignment will take place in North Africa (Tunisia, Egypt & Algeria). The duration of the assignment is 4 months, starting on September 4, 2023. The final details on total number of working days, exact deliverables and budget is to be confirmed with the consultant in the contracting phase.
It is important to note that consultants will have to be available during the work week, when partners have their working hours, for some of the deliverables (for example photo and video sessions).
Competencies
The ideal candidate/agency consultancy should possess the following qualifications:
- Proven experience in conducting MEL assessments for development programs, particularly in the fields of youth employment, sustainable development, and green transition.
- Excellent communication and interpersonal skills to engage with diverse partners and stakeholders.
- Experience in planning and facilitating learning events, workshops, or similar activities.
- Familiarity with North African context and an understanding of green economy concepts
- Proficiency in English; fluency in Arabic and French is highly desirable.

This assignment is commissioned by the Hivos MENA Hub. The consultant will present deliverables to the assigned contact person for feedback and input. Detailed information on deliverables will be discussed during the interview stage.
