We are seeking a consultancy agency/network with strong mixed method qualifications, and an international network to conduct the final evaluation of the Work: No Child’s Business program.
About the program
Work: No Child’s Business aims to achieve that children and youth are free from child labor and enjoy their rights to quality education and (future) decent work. We work in six countries: Cote d’Ivoire, India, Jordan, Mali, Uganda and Vietnam.
In these countries we identified five sectors with a high incidence of child labor: garment, textiles and footwear, gold and mining, natural stones, cocoa and the informal sector including domestic and agricultural work. The Alliance joins forces with communities, schools, governments, civil society organizations, trade unions and private actors, bringing sustainable solutions for children and their families.
The Work: No Child’s Business Alliance is run by the Save the Children Netherlands, UNICEF Netherlands and the Stop Child Labour Coalition. Hivos is the lead organization and hosting the program management unit. The program is supported by the Netherlands Ministry of Foreign Affairs, the total program budget is 37,5 million euro for a period of 5,5 years starting June 2019 – December 2024. Over the last five years, the Alliance has achieved significant progress through its collaborative framework, engaging in international forums, and forming strategic partnerships to influence policy and legislation. Despite challenges such as the Covid-19 pandemic, the Alliance adapted its strategies, employing alternative methods to continue its work and maintain momentum towards its goals. The WNCB program emphasizes inclusive participation and gender equality, involving men and boys, to tackle specific discriminations and ensuring all program activities foster safe and empowering environments for all genders and marginalized groups.

We are currently seeking a consultancy agency/network with strong mixed method qualifications, and an international network to conduct the final evaluation of the Work: No Child’s Business program. The evaluation is to assess the Theory of Change of the program by leveraging existing Monitoring, Evaluation, Accountability, and Learning data alongside two detailed studies conducted in two of the program’s operational settings. Outcome harvesting is an important component of our data collection.

- Proposal of max 12 pages.
- Three samples of previous (similar) evaluations.
- Initial timeline based on methodology outlined, and indication of availability.
- A detailed total budget, referencing work packages and activities, the associated consultancy days and specifying the daily rates (incl. VAT).
- Description of the Team members, roles and responsibilities and complementarity.
- Company profile and CV(s) of consultant(s).
- Minimum of two traceable, recent, and relevant references.
