Hivos’ work is funded by a number of bilateral and multilateral donors, foundations and the Dutch public. While some of our current work is already funded by the European Commission, Hivos would like to explore how to increase our internal preparedness and external positioning to strengthen our European Commission funded portfolio.
Approach and Scope of Work
As a first step, the Business Development Unit is seeking qualified and suitable individuals/firms to specifically look at the European Commission (Directorate General for International Partnerships) co-financing approaches and needs. Other key donors’ approaches may also be taken into consideration as relevant to this assignment.
- Position Title: Consultant: EU co-finance assessment

- Hours per week: This consultancy is for a period of 16 days between 1 July and 15 September 2024.

Purpose/objective of the consultancy
The purpose of this consultancy is to assess Hivos’ existing ability and approaches to deal with European Commission co-financing requirements and to develop actionable recommendations to increase Hivos’ structural preparedness to meet future co-financing needs.
Responsibilities of the consultant
In collaboration with the Hivos Business Development Unit:
- Develop a strategy to achieve the objective of these ToR.
- Deliver the key outputs requested by this assignment, consisting of:
- An analysis of EU co-financing trends, rules and regulations;
- An internal assessment of Hivos’ current ways of working with EU co-financing;
- An analysis of partners/competitors’ approach to co-financing;
- Actionable recommendations to increase Hivos’ structural preparedness.
- Brief Hivos staff about key findings
- Advise Hivos staff on how to action the recommendations generated by the assignment
Responsibilities of Hivos
- Develop a structure to facilitate continuous communication / coordination between the consultant and Hivos.
- Define one person of contact for the coordination with Hivos.
- Provide the consultant with relevant information about Hivos’ vision, work and networks.
- Provide timely input and feedback to consultants’ questions and reports.
Deliverables/outputs: total of 16 days
- Documentation and analysis of legal requirements of European Commission co-financing rules and regulations and key trends on how said requirements are reflected in calls for proposals.3 days
- Comprehensive baseline assessment of Hivos’ current ways of working and preparedness to meet external co-financing needs (formal and informal procedures, decision-making structures, etc.).7 days
- Comparative analysis of partners/competitors’ approach to co-financing.4 days
- Short- and medium-term recommendations to strengthen Hivos’ preparedness to systematically deal with co-financing needs.2 days
Required skills and experience
- Senior (operational) management experience in an INGO context, preferably with direct responsibilities in resource mobilisation and/or (strategic) finance;
- Strong understanding of current EU co-financing rules (and eventually other key Hivos donors)
- Strong network and access to other key INGO stakeholders with a comparable size and mandate to Hivos;

What we offer
This consultancy is for a period of 16 days between 1 July and 15 September 2024.
We reimburse national travel-costs based on real costs and if approved by the Hivos contact-person beforehand. We aim to limit our carbon footprint. This means that no international travel is foreseen.
