Hivos is hiring a global advocacy officer for the Walking the Talk program. We seek a person that is able to translate feminist values into inclusive and effective advocacy strategies and practices. In this program, you will closely work with four European consortium partners, as well as with feminist allies from the Global South and North.

We are seeking a dynamic, strategic, and highly organized individual to lead our advocacy and communications work after our flagship conference, Financing for Feminist Futures (F4FF), in Madrid in October 2025. The role will focus on advancing F4FF and Fourth International Conference on Financing for Development (FfD4) follow-ups, with the 12 Calls to Action for Resourcing Gender Equality developed by Walking the Talk as an integral advocacy tool. It will connect these priorities with other key global and regional fora — including the European Union — while working closely with our partners to ensure that the gender equality financing outcomes of the conference are strategically linked to relevant advocacy and financing discussions well into 2026.

About the program

European countries play a key role in advancing gender equality globally, yet funding for gender equality and feminist values through Official Development Aid (ODA) faces growing pressure. Despite being directly impacted by these decisions, (young) feminists and LGBTIQ+ individuals from the Majority World are not structurally engaged in shaping ODA or Feminist Foreign Policy (FFP). However, growing interest in FFP presents an opportunity to strengthen feminist approaches. To seize this momentum, the Walking the Talk consortium—led by Hivos (Netherlands) with Equipop (France), Restless Development (UK), DSW (Germany), and ODI Europe (Belgium)—leverages collective expertise to embed gender equality in foreign policies and ensure Majority World feminist voices shape ODA and FFP. The three-year, USD 7 million program launched in August 2023.

Job context

As Global Advocacy and Communications Officer, you will play a dual and essential role within the Walking the Talk program by building on progress from the Fourth International Conference on Financing for Development (FfD4), strengthening our global advocacy efforts, and ensuring that the outcomes of the Financing for Feminist Futures (F4FF) conference in Madrid are strategically amplified across relevant international, regional, and national spaces. You will connect key advocacy moments following F4FF, linking global, regional, and EU policy processes to create cohesive and impactful advocacy campaigns. Integral to your work will be integrating the 12 Calls to Action for Gender Equality alongside FfD4 follow-ups into all relevant advocacy agendas, ensuring these priorities remain central to discussions. You will also seek to integrate and amplify the findings of the research into the future of feminist financing that the consortium commissioned, centering the voices of the researchers across the majority world. Additionally, you will maintain sustained visibility of F4FF outcomes and gender equality financing priorities in prominent global forums such as the UN, G7, and G20, while strategically engaging with the European Union as a major global actor and donor, ensuring a coordinated and powerful voice for gender equality financing on multiple levels.

Responsibilities

Key responsibilities include:

  • Lead the strategic planning and implementation of global advocacy and communications activities that build on the outcomes of the Fourth International Conference on Financing for Development (FfD4) and the Financing for Feminist Futures (F4FF) conference in Madrid.
  • Coordinate and connect key advocacy moments across global, regional, and EU policy spaces to ensure cohesive messaging and strategic engagement.
  • Integrate the 12 Calls to Action for Resourcing Gender Equality and FfD4 follow-ups into all relevant advocacy agendas and campaigns, amplifying feminist financing priorities across diverse platforms.
  • Integrate the consortium’s research and advocacy tools to date into global advocacy and communications activities, bringing in voices and perspectives from the majority world.
  • Collaborate closely with Walking the Talk consortium partners and external stakeholders to strengthen alliances and maximize advocacy impact.
  • Coordinate closely with Walking the Talk national advocacy leads to ensure strong linkages between national, regional, and global advocacy efforts.
  • Ensure continuous visibility and influence of F4FF outcomes and gender equality financing priorities in international forums such as the UN, G7, G20, and other relevant spaces.
  • Coordinate Walking the Talk’s engagement with the European Union, a key donor and global actor, to align advocacy efforts and promote feminist financing priorities.
  • Monitor and discuss global, regional, and EU policy developments with the WTT Advocacy leads, ensuring timely adaptation of advocacy strategies.
  • Represent Walking the Talk at relevant meetings, conferences, and events, effectively communicating program goals and fostering partnerships.
  • Support the documentation and dissemination of advocacy successes and lessons learned to inform future initiatives.

We are looking for someone experienced in global advocacy and communications who is passionate about advancing feminist foreign policy and gender equality financing. You have a strong understanding of Official Development Assistance (ODA) and international financing mechanisms. You have a collaborative mindset and are equally comfortable working independently, within a consortium, or with external partners.

Requirements

  • A bachelor’s or master’s degree in a relevant field (e.g., international development, gender studies, political science, human rights, communications) or equivalent professional experience.
  • Minimum of 5 years’ experience in advocacy or policy influencing, with proven success in global policy spaces such as the UN, Financing for Development processes, and demonstrated ability to connect these with advocacy processes.
  • Strong understanding of gender equality financing, feminist foreign policy, ODA, and feminist movement priorities in global, regional, and national contexts.
  • Experience working in or closely with international civil society, feminist movements, or women’s rights organizations, with a clear commitment to intersectional and decolonial approaches.
  • Proven experience developing advocacy strategies and communications materials tailored to diverse stakeholders, including government actors, donors, and civil society.
  • Track record of coordinating multi-stakeholder collaborations, including consortia or networks, and engaging high-level stakeholders across global institutions and the EU.
  • Fluency in English is required; proficiency in Spanish, Dutch, and/or French is highly desirable.
  • Strong strategic planning and organizational skills, with the ability to manage multiple advocacy initiatives and communications activities simultaneously while meeting deadlines.
    Excellent written and verbal communication skills, including crafting compelling advocacy briefs, reports, speeches, and digital content that resonate with different audiences.
    Strong networking, relationship-building, and diplomatic skills, with confidence engaging senior-level policymakers, donors, and feminist actors globally and regionally.
  • Proactive, self-motivated, and solution-oriented, able to work independently, and a committed team player within a consortium setting.
  • Demonstrated cultural sensitivity, integrity, and a commitment to inclusive, feminist, and values-driven work.
  • Comfortable using digital collaboration and communication tools like Microsoft Office, SharePoint, email platforms, and virtual conferencing tools.
  • Willingness and ability to travel internationally as required for key events.
  • Commitment to learning and adapting advocacy approaches in a fast-evolving policy environment.

We are offering a 6-month contract from January 1st until June 30th, 2026, for 36 hours per week. Salary and employment conditions as per our regional offices.
