Urban Futures: External Evaluation

We’re commissioning an external evaluation for the Urban Futures program (2023-2027). Urban Futures is a global program focusing on urban food systems, youth well-being, and climate action, with local partners in Colombia, Ecuador, Indonesia, Zambia, and Zimbabwe. The evaluation’s purpose is to generate evidence and learning to inform strategic decisions for the final implementation period (2026–2027) and reflections on a potential next phase. It will assess relevance, coherence, effectiveness, efficiency, and emerging sustainability, with particular attention to youth and women’s agency, leadership, and meaningful participation.

About the evaluation

The evaluation will use a mixed-method, contribution-oriented and complexity-aware approach. It will combine a global assessment (strategy, governance, cross-cutting functions and coherence across regions) with city-level deep dives (minimum four) to examine contribution mechanisms and context-specific pathways of change. The assignment includes in-person engagement and fieldwork, with visits expected in at least one city in each region where the programme operates.

We are inviting qualified teams to submit an Expression of Interest (EOI) outlining their understanding of the assignment and relevant experience. The indicative timeline is:

EOI launch: 16 February 2026
EOI deadline: 16 March 2026

Shortlist and invitation to submit full proposals: 13 April 2026.
