Since 2013, Abrelatam/Condatos (“Open up LatAm /With data”) have established themselves as the leading and longest running gatherings in Latin America and the Caribbean focused on promoting open data as a tool for social transformation. They are much more than a combined conference: they are the birthplace and meeting point of a diverse community that crosses borders – from the Caribbean to South America, from North America to Europe – to share experiences and strengthen common agendas around open government, civic technology, data journalism, digital rights, smart cities, transparency, equity and access to information.
From July 22 to 24, 2025, the Private University of Bolivia (UPB) in La Paz will be the venue where activists, governments, journalists, civil society organizations and citizens will meet to continue imagining and creating new ways of using open data to demand people’s rights and promote fairer societies.

Hivos is hosting three sessions at Abrelatam/Condatos 2025 that reflect our commitment to prevent exclusion, open up avenues of justice, and transform narratives:
- Hacking exclusion: public open data in diverse hands – A panel to discuss how access to public information becomes a key tool of resistance and enforcing rights for LGBTIQ+ communities in hostile contexts. Wednesday 23 | 9:00 am Room E | Fernando Illanes de la Riva Campus

- Narratives of change: transforming online discourse – A workshop to equip organizations with strategic tools to counter hate speech and build messages of inclusion that generate real impact. Thursday 24 | 10:00 am Room E | Fernando Illanes de la Riva Campus
In these sessions we will reflect on how, when data is open and information is democratized, they can become powerful tools for transparency, accountability, and human rights advocacy.
Furthermore, our participation in Abrelatam/ConDatos 2025 is reinforced by the voice and commitment of the partner organizations in our program “Onward with LGBTIQ+ Rights in Central America,” implemented by Hivos with the valuable support of the Arcus Foundation. These organizations, key allies in the defense of rights and open data in hostile environments, will share their experiences and lessons learned in various conference sessions. Together we want to show that when civil society unites and transforms information into evidence, new avenues are opened to demand justice, expand citizen participation, and guarantee dignified lives for LGBTIQ+ communities in the region.
Our participation in Abrelatam/Condatos 2025 is a sign of our commitment to foster communities that turn information into action, evidence into advocacy, and challenges into opportunities for change.
