Job context
The Digital Defenders Partnership (DDP) was initiated late 2012 by the Freedom Online Coalition (FOC) www.freedomonlinecoalition.com, a partnership of 30 governments to advance internet freedom and to keep the internet open and free from emerging threats, specifically in repressive and transitional environments. The program is funded until end 2019 by eight governments and is in the process of creating a post 2019 strategy document. The program team consists of a project manager, four project officers (one vacant), a financial officer, and an administrative assistant.
Since 2013, DDP has been facilitating the Global and Regional Rapid Response Network meetings (www.rarenet.org). DDP played an important role in setting up a convening space for rapid responders who help human rights organizations in internet repressive regimes to mitigate threats. In the coming year,s there will be several Regional Rapid Response Network meetings in Central Asia, East Africa and Latin America and a global thematic meeting. The candidate will have a strategic position in the creation and design of the RRNET meetings, especially regarding the new strategy. Therefore, we are looking for a person who is familiar with the online freedom community, has strong coordination skills and a creative mind to improve and expand the RRNET meetings.
Your responsibilities
The Project Officer reports to the DDP Project Manager and has the following responsibilities;
Linking and learning (30%)
- Designing and coordinating the global and Regional Rapid Response networks in Latin America, Former Soviet Union, MENA.
- Expanding the number of Rapid Responder networks to other regions.
- Advice and Referral: due diligence for those who are asking for emergency support
- Brokering between the human rights and the technology community.
- Building and strengthening networks and partnerships relevant and/or strategic to the DDP.
Fundraising (30%)
- Scouting possibilities for funding.
- Donor relationship building.
- Writing funding proposals.
Grants management (10%)
- Scouting for potential new grantees through outreach, at conferences and through your own network.
- Grant management (assessment of grantee reports, payments and report schedule etc.).
Presenting the DDP and the work of partners in (international) conferences and panels (20%)
M&E and Reporting (10%)
- Contributing to the official reporting structure to the back donors.
- Contributing to updates and answering questions to back donors.
Your profile
- You have a relevant master’s degree and demonstrable experience in holistic security, internet freedom, digital technologies, fundraising, coordinating network meetings and working directly with human rights defenders under threat.
- You are familiar with the Rapid Responders Networks and have ideas how to improve them.
- Strategic, critical, analytical, you like improving and co-creating project elements together with the DDP team and (local) stakeholders
- An independent team player, you are able to work independently on program elements, as well as in collaboration with the DDP team and partners in the field.
- Result-oriented, and practical thinking, you are able to deal with emergency requests that come up.
- You are a good organize, and able to work in different time-zones and cultures.
- Open, creative, connector: you enjoy making connections and bridges between different types of people and projects.
- You subscribe to the DDP core values (human rights & internet freedom, confidentiality & trust, mentorship & partnership, not claiming but facilitating, quality & expertise, non-violence & feminist values).
- Open, you are able to communicate clearly and not afraid to address any ambiguity or insecurity.
- Excellent oral and written skills in English (other, additional languages are highly valued).
The candidate will preferably work from the Netherlands as our team is based here, but this can be discussed.
What we offer
Employment is offered from October 1, 2018 for the period of one year with possible extension for a longer period. Depending on your experience and skills, your salary will be € 2.747,19 – up to a maximum of € 4.491,04 gross per month full time (= 36 hrs per week) based on Hivos scale 10 or 11. Travel costs are compensated in accordance with Hivos Regulations. We offer participation in the pension fund.
